‘Whole town strategy’ can be defined as a holistic, integrated and co-ordinated model framework, outlining the strategic planning method through which a small town will sustain its development.
A ‘whole town strategy’ (WTS) is so-called because it involves planning for the entire town and all aspects of its affairs.
